What the DfE guidance says

The UK Department for Education asks schools in England to prohibit mobile phone use throughout the school day, including at break and lunch. This is now set out in statutory guidance, and it still leaves each school to choose its method — which is where the practical question begins.

Why bag rules and trays fail

Schools that simply ask students to keep phones in bags find the rule hard to enforce: phones reappear in lessons, corridors and toilets, and staff spend time on confrontation. Collecting phones into trays or boxes raises lost-property and liability concerns that most schools want to avoid.
